The CSS code bellow helps you to create a menu navigation bar, Position the widget just bellow your blog header

To add a CSS Navigation:
  1. Log In to your Blogger Dashboard
  2. Go to Arrange; Right bellow the header, Click "Add a Gadget"
  3. Select HTML/JavaScript
  4. Then copy and paste the bellow CSS code, (don't add Title) Click on Save
