This have to do with what they called registry editor if you don’t know much about regedit, I recommend that you jump to the last statement.

--> Press "Windows key + R" to launch RUN dialog box then type regedit and press Enter. This will open Registry Editor.

-->  Now go to following key:

HKEY_LOCAL_MACHINE>>Software>>Microsoft>>Windows>>CurrentVersion>>Explorer>>Desktop>>NameSpace
Now look for a key {B4FB3F98-C1EA-428d-A78A-D1F5659CBA93} under NameSpace key. If it exists, click on it and in right-side pane, check the value of (Default). It must be set to Other Users
If the key doesn't exist, right-click on NameSpace key and select "New -> Key" option. Now set the new key name to {B4FB3F98-C1EA-428d-A78A-D1F5659CBA93} and in right-side pane change value of (Default) to Other Users as shown in following screenshot:

-->  That's it. It'll immediately fix the issue and you'll be able to change lock screen background image and user account picture in Windows 8.

In order not to mess around with your registry values or keys I will recommend that you Download Registry Script to Fix Lock Screen Background and User Account Picture Problem
